Mutagenic Spa overhauled with new governor rules, attendants, district options, and bigger bonuses. Experimental Sentencing tweaked (jobs/crime research). Biomorphosis and several trait tweaks. Starbase trade boosts up; partial virtuality housing fix. Computation Core Focus efficiency up. Pirate fleets scaled more reasonably. Save-breaking pop-group change next patch; rollback branch available.

4.3 Cetus Open Beta adds mixed ethics in Pop Groups: groups can hold multiple ethics/factions, tracked by pop_ethic_percentage. This simplifies logic, improves drift, and reduces late‑game pop groups. Old triggers pop_has_ethic/pop_group_has_ethic are gone; has_ethic now checks any pop in the group. It’s save‑breaking, beta next week with a rollback. Lots of balance/bug fixes included as well.

Open beta 4.3 Cetus drops a ton of fixes and balance tweaks. Top lines: multiple End Game Crises can spawn 25 years after another; Enclaves now need 100 Naval Capacity; Crisis Beacon targets bigger fleets; Capital Productivity nerfed to +5% per tier; Egalitarian bonus cut; Infernal Tankbounds start with three extra Generator districts and Tankbounds lose the auto workforce penalty (plus +10% Automation from Patterns/Templates); a bunch of Aptitude/Leadership tweaks; Slaves Market now costs Trade; plus many other changes and bug fixes.

Open Beta 4.3 Cetus adds balance buffs for Aristocratic Elite and Police State, plus new Chief of Secret Police level effects. Lithoid Empires get an extra Mining district; Martial Law now increases planetary Stability. Bugfixes cover ship range behavior, fleet discipline, mindless/enslaved pop policies, exotic gas cost, starting temple/lab placement, tooltips, and several UI/AI tweaks plus performance wins.
